Chapter I Project Overview
Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. is a Sino-foreign joint venture jointly invested by Chongqing Jiangbei Chemical Fertilizer Co., Ltd., Chongqing Chengda Rubber Co., Ltd., and Hong Kong Yufengchuan Industrial Company. Enterprises in Chongqing (Changshou) Chemical Park need chlorine and alkali as basic raw materials, while Chongqing's chlor-alkali supply capacity is limited. To this end, Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. decided to seize this opportunity to build a 200000 t/a caustic soda project in the chemical park to reduce the risk of outsourcing liquid chlorine transportation by other enterprises in the park.
In March 2007, Chongqing Environmental Science Research Institute completed the "Environmental Impact Report of 200000 Tons/a Ion-exchange Membrane Caustic Soda Project of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd.". On April 3, 2007, Chongqing Environmental Protection Bureau approved the EIA report with Chongqing (City) Huanzhun [2007] No. 60 and agreed to the construction of the project in Chongqing (Changshou) Chemical Park.
In the process of project implementation, the project implementation plan is compared with the original EIA, and its production scale, product plan and main production process have not changed. However, the general layout has been greatly adjusted, and the volume and quantity of storage tanks and the corresponding risk prevention measures such as cofferdam and accident pool have changed to some extent. In October 2009, Chongqing Environmental Science Research Institute compiled and completed the "Environmental Impact Description of the Plane Layout Change of 200000 t/a Ion-exchange Membrane Caustic Soda Project of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd."
In April 2009, Chongqing Zhengda Environmental Protection Co., Ltd. completed the "Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. 200000 tons/year ion-exchange membrane caustic soda project environmental protection comprehensive treatment project design filing review data". On August 11, 2009, Chongqing Environmental Protection Bureau issued a review opinion on the design filing review materials with Chongqing (City) Environmental Equipment [2009] No. 024.
Project EIA and approved construction content: new 200000 tons/year ion membrane caustic soda plant and supporting devices. The project includes electrolysis process, primary brine process, brine treatment process, chlorine hydrogen and waste gas treatment process, hydrogen chloride synthesis and hydrochloric acid process.
Actual construction content of the project: Due to the phased construction of the project, 4 groups (100000 tons/year) of ionic membrane caustic soda and supporting devices have been completed in the first phase of the project, which passed the environmental protection acceptance of the project organized by Chongqing Environmental Protection Bureau on June 17, 2010, and was approved (Yu (City) Huan Yan [2010] No. 059). In the second phase of the project, two groups of ion membrane electrolyzers with 164 unit cells in each group will be built. At the same time, the micro-pole distance electrolyzers in the first phase will be upgraded technically. All of them will adopt the world's leading zero-pole distance electrolyzers and high-efficiency ion Asahi nitrate F8080A ion membrane, thus increasing the core parameter current density from the original 4.9KA/m2 to 6 KA/m2, and the whole device's design capacity of 200000 tons/year ion membrane caustic soda. At the same time, the material conveying pipeline and alarm device are added in the second stage, and the rest of the process and supporting devices are based on the existing devices.
The second phase of the project was started in May 2016 and completed in February 2017. On March 3, 2017, the Chongqing Municipal Environmental Protection Bureau issued a temporary pollutant discharge permit for the project, numbered "CQLJ[2017]015", and the project was put into trial operation. On July 26, 2017, the Environmental Protection Bureau of Changshou District, Chongqing City issued a pollutant discharge permit for the project, numbered "Yu (Chang) Huan Pai Zheng [2017] No. 0093".
According to the requirements of the Regulations on Environmental Protection Management of Construction Projects issued by Decree No. 253 of the State Council of the People's Republic of China, Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. entrusted Chongqing Ecological Environment Monitoring Center to carry out environmental protection acceptance monitoring and preparation of acceptance report for the 200000 t/a ion-exchange membrane caustic soda project of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd.
On May 26, 2017, our center organized professional and technical personnel to conduct site survey and data investigation. Based on the conclusions and acceptance technical specifications of the Environmental Impact Report of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. Chlorine 200000 t/a Ionic Membrane Caustic Soda Project and the Environmental Impact Statement of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. 200000 t/a Ionic Membrane Caustic Soda Project, the Implementation Plan for Environmental Protection Acceptance of Chongqing Yingtianhui Chlor-Alkali Chemical Co., Ltd. 200000
According to the acceptance implementation plan, Chongqing Ecological Environment Monitoring Center carried out on-site monitoring of the project from July 27 to 28, 2017. According to the information provided by the enterprise, on-site inspection, on-site monitoring results, acceptance technical specifications, environmental assessment report, approval and other relevant contents, the environmental protection acceptance report of the completion of the construction project was prepared.
